A new Mediazona interview with Kirill Titaev

FLAS professor Kirill Titaev and human rights defender Sergey Babinets told Mediazona how four years of war have changed the Russian police.

Contrary to initial expectations, there was no mass outflow of police officers to the army — instead, employees are leaving the Ministry of Internal Affairs for the private sector, escaping low salaries and high risks. The staff shortage has led to lower recruitment standards: the police are now hiring people with health issues and criminal records.

Titaev also pointed out a paradox in police statistics: the wave of phone fraud has increased the number of registered crimes so much that the clearance rate — which for many years was the main indicator of the Interior Ministry’s success — has stopped looking “good,” forcing the system to redesign its entire crime-recording methodology in the coming years.
